Code of Conduct

The Code of Conduct outlines the expectations for safe, respectful, and equitable use of Blanchard Community Library’s facilities, services, and resources. It defines prohibited behaviors, standards for personal conduct and hygiene, guidelines for children and caregivers, and rules governing use of library spaces and materials. The policy also explains the library’s progressive discipline process—including warnings, temporary suspensions, and consequences for serious or illegal behavior—as well as the procedures for notifying patrons, enforcing suspensions, and appealing long-term bans.

Room Use Policy

The Room Use Policy outlines how Blanchard Community Library’s meeting and study rooms may be reserved and used, setting eligibility requirements, permitted and prohibited activities, scheduling priorities, and responsibilities for room users. It emphasizes equitable access, adherence to all library policies—including the Code of Conduct—and clarifies that misusing rooms, violating rules, or engaging in unsafe or disruptive behavior may result in warnings, temporary suspensions, or revocation of room-use privileges. The policy also details reservation procedures, guidelines for maintaining the space, conditions under which the library may cancel or reschedule bookings, and the process for appealing suspensions or revocations.

Collection Development Policy

The Collection Development Policy explains how Blanchard Community Library selects, maintains, and evaluates its physical and digital materials to meet the diverse needs and interests of the Santa Paula community. It affirms the library’s commitment to intellectual freedom and equitable access, outlines the criteria staff use when choosing materials, addresses online resources and the Library of Things, and describes how items are reviewed, withdrawn, replaced, or added through purchase suggestions or donations. The policy also provides a clear process for patrons to request reconsideration of materials.
