Public Records Request

 Policy Statement  

The Blanchard Santa Paula Library District is committed to open government and believes that an informed community is a stronger one. In keeping with the California Public Records Act (Government Code §7920.000 et seq.) and other applicable law, we welcome requests from members of the public to inspect or receive copies of District records.

We will respond to all requests promptly and in good faith.

What records are available

We maintain a wide variety of public records that are available upon request, including:

  • Board of Trustees meeting agendas, minutes, and supporting documents
  • Adopted budgets, financial statements, and audit reports
  • Adopted policies and administrative regulations
  • Contracts and agreements
  • Annual reports and transparency documents

Exemptions

While we strive to be as open as possible, some records are protected from public disclosure by state or federal law.

Common exemptions include:

  • Personnel files and employee records
  • Pending litigation materials protected by attorney-client privilege
  • Preliminary drafts and notes not retained as final records
  • Records prohibited from disclosure by state or federal law
  • Library patron records (protected under California Government Code §6267)

If any part of your request falls under an exemption, we will let you know and provide whatever we legally can.

Response timeline

We take your request seriously and will acknowledge it within 10 calendar days. At that point we will either provide the records, identify any applicable exemptions, or let you know if we need a little more time.

In some cases — such as requests involving a large volume of records or materials stored off-site — we may need up to an additional 14 calendar days. If that happens, we will notify you in writing right away.

Fees

We charge twenty cents (.20¢) per page for standard black-and-white paper copies. If your request is likely to exceed $5.00 in copy costs, we will contact you before proceeding. Electronic records are provided free of charge whenever practicable.
