District Formation

The Blanchard Santa Paula Library District is a special act district established under California law. The District was originally formed as the Santa Paula Union High School Library District by resolution of the Ventura County Board of Supervisors (Resolution No. 427.1), adopted October 31, 1967, following a successful special election held October 24, 1967, pursuant to California Education Code §28101 et seq.

In 1995, the California Legislature enacted Senate Bill 614 (Chapter 529, Statutes of 1995), signed October 4, 1995, authorizing the District to reorganize as an independent public library district. Following adoption of a resolution by the Santa Paula Union High School District on November 8, 1995, the Ventura County Board of Supervisors appointed the District's first independent Board of Trustees on December 5, 1995.

The District is currently governed by the California Public Library District Law of 1989 (Education Code §19400 et seq.), which serves as its principal act.
